Roofers were working on the roofs of two-story multifamily homes without being tied off. An employee was installing shingles on the first story roof without being tied off. An employee was blowing off a completed roof with a leaf blower and was not utilizing fall protection. Several employees who were working on the first story roof had rope grabs that were maxed out and not protecting the employees. These conditions exposed employees to fall hazards greater than ten feet.
