29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of the jobsite, materials, and equipment to be made by a competent person: (a) Cambridge Roofing, Inc. @ 1503 Aspen wood Lane, Longmont, CO 80504. On and before September 13, 2011, the employer did not ensure that a competent person conducted an inspection(s) of the jobsite to ensure that a fall protection systems was utilized by employees to protect them from a fall hazard. As part of injury/accident prevention responsibilities, the employer did not follow its safety program to ensure roofing subcontractors were using a fall protection systems while working from a 6-in-12 roof on a two-story residential home. This condition exposed the employees to a fall hazard of approximately 12 feet eave to ground. Abatement note: The requirements and duties of a competent person are: (1) A competent person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them. (2) The competent person must understand and be able to carry out the tasks specified in the OSHA standard. The competent person must have knowledge about fall protection systems or plans, and the safety program. |

The employer did not follow its safety program to ensure roofing subcontractors were using a fall protection system while working in areas where fall hazards existed. This condition exposed the subcontractor employees to a fall hazard of approximately 14 feet. Abatement note: The requirements and duties of a competent person are: (1) A competent person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them.
