Citation text line 29 CFR 1910.165(b)(1): The employee alarm system did not provide warning for necessary emergency action as called for in the emergency action plan, or for reaction time for safe escape of employees from the workplace or the immediate work area, or both: (a) On or about March 4, 2024, and at times prior, Goodrich Corporation as the contract employer did not ensure that contract employees were provided warning for necessary emergency action as outlined in the emergency action plan. Contract employees do not carry radios, which is considered the primary method of communicating an emergency on the Goodrich Corporation facility. Contractors may work unsupervised in areas of the facility without means of emergency notification. Note: In small workplaces with 10 or less employees, direct voice communication (shouting) is an acceptable method for warning.

This device was installed to provide low temperature protection on the ethane system to protect the piping from any liquid ethane that might pass the vaporizers. The employer did not ensure that standard operating procedures were updated with changes due to this new device.
